Overview
User Manager for Jira is a Jira Cloud app that helps Jira administrators and authorized users view, analyze, and manage user visibility across the Jira instance from a single dashboard.
The app provides a centralized view of Jira users, including account status, associated projects, project roles, groups, and recent activity. It is designed to support internal auditing, access reviews, operational checks, and day-to-day administration.

Who can use the app

Installation
- Install User Manager for Jira in your Jira Cloud site from the marketplace
- If required, configure access permissions so only selected users or groups can open the dashboard.
- Optionally add an Atlassian Admin API key to retrieve additional profile data when supported.
Permissions and access
The app reads Jira user and project-related information to build the dashboard and user details.
Access to the dashboard can be limited to:
- Specific Jira users
- Specific Jira groups
This allows organizations to extend visibility beyond Jira admins while still keeping access controlled.
Configuration
The app supports the following main configuration areas:
- Access control
You can define which users or groups are allowed to open and use the dashboard.
- Optional Atlassian Admin API key
You can configure an Atlassian Admin API key to enrich profile information when available. For example, additional details such as job title may be displayed if returned by the connected admin services.
How to use the app
Dashboard view
The main dashboard shows a list of Jira users with relevant information such as:
- Display name
- Email address, when available
- Account status
- Number of related projects
From the dashboard, you can:
- Search for a user by name or email
- Filter the list by project
- Filter the list by status
- Sort the list using available columns
- Open the full user detail view
User detail view
The user detail view provides more in-depth information for a selected user, including:
- Basic profile information
- Account status
- Project associations
- Project roles detected for that user
- Jira groups associated with the user
- Recent activity in selected projects
Recent activity may include events such as:
- Issue updates
- Comments
- Worklogs
- Status changes
- Assignee changes
Use cases
User Manager for Jira is useful for:
- Internal access audits
- User visibility reviews
- Operational checks on active, inactive, or suspended users
- Project access validation
- Support for administrative investigations
- Identifying where users are involved across Jira projects
Optional profile enrichment
If an Atlassian Admin API key is configured, the app may display additional user profile details when those details are available from the connected services.
This optional setup is intended to improve administrative visibility and does not replace Jira's native permission model.
Limitations
- The app is designed for Jira Cloud
- Some profile fields may depend on Jira or Atlassian API availability and permissions
- Data returned by the app may vary depending on site configuration, visibility rules, and API responses
- The Gantt view is planned but is currently marked as coming soon and is not yet available as an operational feature
Privacy and data handling
User Manager for Jira is designed to help authorized users inspect Jira user information already available through supported APIs and configured access.
Organizations are responsible for:
- Assigning access to the app appropriately
- Managing any optional Admin API key securely
- Reviewing internal privacy and compliance requirements before granting dashboard access to non-admin users
Troubleshooting
If the app does not show expected data:
- Verify that the app has been installed correctly
- Confirm that the current user is authorized in the app access configuration
- Check whether the Jira site permissions and API responses allow the requested data to be returned
- Confirm that any optional Admin API key has been entered correctly
- Retry after refreshing the page if temporary API or network issues occur
If a user cannot access the dashboard:
- Confirm that the user is included in the allowed users list or belongs to an allowed group
- Check whether the app configuration has been saved correctly
- Verify that the Jira context and module entry point are loading as expected
